What is the difference between ‘duplicated cell’ and ‘duplicated linked cell’ .

And Is there a way to select Non-neighboring cells??

The Frame > Duplicate Cels option will duplicate the block of cels as it is:

The Frame > Duplicate Linked Cels option will create a linked block to the original cels (when the layer is a continuous layer 54):

Not at the moment, we can only select non-neighboring frames or layers.
