Add empty cel and shift the following frames on a single layer

Hi,
Is it possible to add a new cel at a specific frame on a single layer (without affecting the other layers) and shift forward the following existing frames.
I know I can do that if I drag select and click on the selection border but if I have to repeat the operation multiple times it gets very time consuming.
Is it possible to do that with a single command?

I second this. It will be a huge time saver, without worrying about my background layers which stay the same.
