Can only edit in even lines

My paint bucket and brush tool only work in certain lines, I cannot disable it and not sure why it is happening.

I am attempting to color in the orange area at the bottom with the gray using the paint bucket and brush but this is what I get.

It looks like you might have a custom brush selected. You can see the brush on the status bar, over the upper left corner of the canvas.
