Rotate selection while in tiled view

While using tiled view (either axis or both) , I notice that manual rotation of my selection is wonky. The issue seems to be amplified the smaller the bounding box you’re trying to rotate. Feels like some kind of compound behaviour where you have to move the mouse more than the normal amount in order to rotate.

-Create a new 16 x 16 sprite
-Make a small mark with a brush
-Turn on tiled view
-Select the mark and rotate it
