Add a function to refresh the color palette menu

im a man of color, i love searching around for new palettes to try out, but having to restart the app all the time just so the .gpl file actually loads into the docker is so annoying, a simple function to refresh or rescan the folder like we have for scripts would be a godsend. so please, i beg of you @dacap consider this plead.
