Download issue from Steam / Use Library > Software list instead of the Games list

Here I try downloading aseprite on another pc yet my steam does not picture aseprite on my game library. Am I looking the wrong way? Thanks Already

Pardon if these are silly questions, just covering all the bases:
Have you redeemed your Steam key? If you installed in a different way before, maybe you never did.
Are you perhaps looking at your list of Games instead of Software?
Are you perhaps looking at your “Installed” list instead of the full list?
