Eyedropper tool picks the color behind the moved selection

When selecting something in an image file, then moved at any point, any place in the image, using the eyedropper tool on every pixel in the selected area always picks the Mask color. This resets back to normal when changing to a different tool other than selection, using certain keyboard shortcuts or replacing color in the selection.

Steps to reproduce

  1. select something in an image after opening
  2. pick a color by holding alt and clicking on any pixel in the selection
  3. move the selection anywhere where there are different colors
  4. pick a color again on the selection to pick the colors behind the selection.

Expected behavior
picking colors on the selection should pick colors within the selection on top of the selected layer and frame.

Actual Behavior
picking colors on the selection actually picks colors from behind the selection.
