There is bug with the arrows when you invert the selection manually (the bug don’t work with Edit > Flip Vertical/Horizontal). The arrows cursors in the corner becomes inverted.

Yeah, it’s a known issue 
flips are not taken care in the cursor transformation (only rotation). But it’s something to fix.
