It’s neither, most of these sprites are 9x9. you should just stick to 9x9 as that looks like its most comfortable for you to work with. I know it’s not a power of 2 but don’t care about it, unless it specifically needs to be, then try to redo these sprites and make them fit an 8x8 grid

If they all fit nicely in a 16x16 frame and you release it as a sheet of 16x16 grid aligned sprites, you can call them 16x16. The pixels don’t have to actually fill the whole 16x16 frame in every icon/character/whatever.
I’d say especially for icons, you want them to have some breathing room within the designated space.
