Missing Action Modifiers?

Encountered an issue where [alt] won’t correctly switch to subtracting from a selection made, instead it removes the entire selection same as the default action, or random leaves square gouges through it upon pressing alt. After looking it up, no biggie, something to fix in the keyboard shortcut, but I go to preferences and the action modifiers page is completely empty.

The selection shortcuts, as far as I can tell, should be there, but they’re not. So, uh, what now? I’m on the latest Steam beta version.

This has just happened to me too, where normally CTRL goes to a layer when I click on it, It now does nothing, when I check action modifiers, the whole page is empty too, and I’m on latest stable, not the beta.

I posted the issue on the github, apparently it has already been fixed but the patch will be released for the next update.
