Is there a way to apply and Outline to all frames of a layer, I want to do that on a sprite and normally I would just link the start and end of the layer but this is an animation. Can I do that ?
From my experience, Outline (as in the Edit > FX > Outline option) will apply an outline to all visible frames in the file.
In which case it works as you need but it’s probably a bug - it should only apply the effect to selected cels.

unless i’m misunderstanding it, you can apply outline to only selected cels as long as you change the settings from ‘all’ to ‘selected’

You’re absolutely correct, the RGBA buttons above it misled me to believe this meant all channels.
