Payment went through, but no product

I recently tried to buy Aesprite but the transaction failed, and it said my credit card was declined.

but to my surprise I found that I was still charged for this on my CIBC account under the email, being 27 dollars Canadian, but did not get an email or anything of the sort for the actual product

I would like to request a refund and instead purchase it on steam, as it is a much more safe way for me to buy software,
