[SOLVED] Cannot rotate by dragging since last update

For some reason, the rotation cursor no longer appears when hovering outside a selection marquee near the corner. In the below screenshot, when my cursor is outside near the bottom right corner, it is just a regular pointer cursor and not the rotate cursor.

When it does appear it flickers for a split second then disappears.

I’m on v1.3.17

I found the cause, need to deselect “Disable transformation handles when key modifiers are pressed”
