Move mouth like a puppet while animation is moving

I wonder how you can move mouth in aseprite while animation is playing. Just like this guy does: ASMR Grandma - YouTube

No special technique as far as I can tell here. The creator is animating the mouth. General animation principles apply. When they are not changing the sprite and just moving it up and down, you can do that with the move tool. They might have also just exported different frames of the parts of the face and animated it in something like adobe premiere

as dogboydog said, you could achieve similar effect by using move tool, but for things like this it is much easier to use a software with timeline with keyframes instead moving everything manually.
